Design Consulting for Global Semiconductor Company

Background

A leading semiconductor company based in California approached ICD for consultation on the design of security systems for their campus site in Bangalore, India, and for their offices in Beijing, China.

The aim was to achieve effective protection of on-site intellectual property worth millions of dollars and to provide a safe and secure environment for staff working at each facility. Following the completion of these designs, we provided tender management and security auditing services to ensure the systems were implemented in accordance with the required standards.

Challenges

Access to computer areas on each site requires strict management to ensure that the security of sensitive information related to the client’s intellectual property was not compromised. In addition, the client’s Bangalore site comprise several highly sensitive work areas, including engineering and testing laboratories, that were crucial to the company’s research and development and business operations.

It was therefore imperative that these areas were fully secure and effectively monitored. At the same time, it was essential that the security system design facilitated a comfortable working environment for the client’s employees, so that they would experience minimum disruptions to their daily work.

Building Requirements

ICD’s consultants in China and India conducted a comprehensive survey of each site, defining the sensitive areas and establishing where access control and surveillance systems would be necessary. The client was provided with a detailed overview of the available product choices, including their specifications, functions and security applications.

Following consultation, it was decided that security management systems provided by Tyco and high resolution IP cameras by Samsung would meet the clients security and budgetary requirements in full.

After the client’s requirements were established in full, we prepared and provided position diagrams, system diagrams, conduit diagrams, a system overview and bill of quantities in addition to other relevant documentation.

For the Bangalore site, we designed a system consisting of forty six card readers and seventy two cameras. The client’s Bangalore office comprises five office floors as well as a roof terrace and basement and is staffed by more than 800 employees. Sensitive areas include the security control room on the ground floor, IT staging area, electrical lab, server lab, engineering lab and QA lab on the first floor and hub rooms on each of the four office floors.

Card readers were placed by for entrances to each sensitive area and for every major entry point, and a turnstile system with speed lane access was installed for each of the lift lobby areas on the basement and ground floor. Emergency exit doors were fitted with push bars, as well as door sensors and siren alarms.

Dome IP cameras were chosen to monitor interior areas including workstations, lift lobby areas and service lift areas on each floor and the ground floor reception area to ensure that the system remained discreet and aesthetically focused. Entrances and interiors to sensitive areas were also fitted with multiple cameras to ensure complete surveillance coverage.

Parking areas in the basement and ground floor were fitted with outdoor ceiling cameras while pole mounted cameras were installed by car entrance and exit ramps in the basement, near the site perimeter and by the site’s visitor entry gate. High resolution video footage of each of these areas can be monitored by the client’s security staff in the on-site security control room.

Our Solution—Bangalore Office

For the Bangalore site, we designed a system consisting of forty six card readers and seventy two cameras. The client’s Bangalore office comprises five office floors as well as a roof terrace and basement and is staffed by more than 800 employees. Sensitive areas include the security control room on the ground floor, IT staging area, electrical lab, server lab, engineering lab and QA lab on the first floor and hub rooms on each of the four office floors.

Our Solution—Beijing office

The client’s Beijing site comprises one floor of an office building with three entry points, housing 200 employees. As with the Bangalore site, video footage is monitored by the client’s on-site security team and dome cameras were chosen to monitor the premises: one for the interior area and two for the exterior. Card readers were installed for each entry point and emergency exit doors were fitted with push bars, sirens and sensors.

Tender Management and Auditing Services

Following the confirmation of the final design for each site, we supported the client even further with tender management consultation. The purpose of this was to ensure that the system design was implemented in the most efficient and cost-effective way by the client’s existing systems integrators. We achieved this by preparing a detailed Request For Proposal paper that set forth the duties and professional obligations of the client and provided a comprehensive overview of the systems’ installation standards and quality assurance procedures.

After the implementation of each site’s security system had been completed, we conducted rigorous auditing of each installation to ensure that the systems were installed according to both the system design and the standards set forth in the Request For Proposal.

Result

By providing the client with system design, tender management and system auditing services, we were able to ensure that the client received full support from start to finish. Using our services, the client was able to verify the quality of their security system installations and ensure the compliance of all participants in each implementation project.

Since working with ICD on sites in Beijing and Bangalore, the client has expanded the scope of cooperation with us, in terms of sites and regions served, as well as range of services provided. We continue to support the client with a variety of high-value security services throughout the Asia-Pacific region.
